Tallit at Night?

Question:

Why is a Tallit not worn at the evening services?

AskTheRabbi.org answered:

The Sages teach that the Mitzvah of Tzitzit is only obligatory from the Torah during the day and not the night due to the fact that the verse states that "you should see them".
