If you are ill and must use the restroom very often (3-4 times an hour) due to "the runs", or vomiting, must you say the blessing upon leaving every time?

No. If it is clear that the person is not well and will need the bathroom again in a short while, he should not make a blessing every time he uses the bathroom.
