Bar/Bat Mitzvah Without a Celebration

Is it true that even if you don't have an "organized" Bar/Bat Mitzvah, when a boy turns 13 and a girl turns 12 that they become a Bar/Bat Mitzvah automatically?

Yes, that is absolutely correct. Turning Bar and Bat Mitzvah is something that occurs automatically on reaching twelve years and a day for girls and thirteen years a day for boys. This is so regardless of whether there was any official recognition of the day or not.
