Meat During the "Three Weeks"

Should we avoid eating meat during the three weeks – the weeks between the fast of the 17th of Tamuz and Tisha B'Av ?

No. It is fine to eat meat up to the beginning of the Nine Days. From Rosh Chodesh (inclusive) onwards one should not eat meat except for on Shabbat until after Tisha b'Av. This year (2014) the Nine Days begin Sunday night on the 27th of July.
