Does the time of Shabbat change with daylight savings?

Yes, very much so. Even though Shabbat is always twenty five hours of holiness, nevertheless Shabbat always begins with the sunset on Friday afternoon and ends when the stars come out on Saturday night. That means that in the winter months when it gets dark much earlier, Shabbat both begins and ends much earlier than it does in the summer.
