Giving Thanks

In Judaism does a person give thanks before or after the meal?

Both. There is a blessing that is recited before eating that acknowledges and recognizes that what we are about to eat was created by God. After eating there is another blessing (or series of blessings if bread was eaten) that gives thanks for what was eaten.
