Yom Tov Early?

Is it permissible “bring in” Shavuot early like it is permissible for Shabbat?

No, it is not permissible for Shavuot. In theory it is possible for Yom Tov. However, regarding Shavuot, we are commanded in the Torah to count forty nine "complete" (temimot) days and that means that one should wait to bring in Yom Tov until it is completely dark.
