On Simchat Torah we only read the very beginning of the portion of Genesis for the week. We read the entire portion on Shabbat. The reason we begin to read a little of Genesis on Simchat Torah is because the Torah "never ends", and we should never feel that we have really finished reading and learning the Torah, so we start right away to read a small bit from the beginning to show that we are not really finished.
